SWIMBA is excited to announce an opportunity for professional trail builders to design and construct an accessible trail system in Avimor, Idaho. This trail system will feature three purpose-built adaptive trail loops and connecting trails designed to meet a range of skill levels—from beginner to advanced. The trail system will set a new standard for inclusivity, providing riders of all abilities with access to Southwest Idaho’s breathtaking landscapes.

This landmark project will also include the development of Pavlis Park, a dedicated gathering space and trailhead that will serve as a hub for community events and adaptive mountain biking opportunities.

We encourage qualified trail builders to submit proposals and join us in creating a trail system that celebrates accessibility, community, and adventure.

Proposals are due January 17, 2025.

Request for Proposal Clarifications – January 3, 2025

  1. SWIMBA will accept both lump sum bids and proposals that include unit pricing for the trail system construction. Both pricing formats will be given equal consideration during the evaluation process. Providing unit pricing allows us to gain a detailed understanding of the cost structure for specific components of the project, while lump sum bids offer a complete project overview. Contractors may choose to submit either or both formats, but all pricing must be clearly detailed and comprehensive.
  2. A public works license is not required.
  3. SWIMBA will evaluate and consider all proposed schedules as part of the RFP process. While we are optimistic about beginning the project in 2025, completion within the same year is not a strict requirement.
  4. While the adaptive mountain biking standards provided in the RFP specify minimum trail widths for each trail segment, contractors are welcome to propose and construct trails that exceed these minimum width requirements.
  5. Spoil material should be dispersed to ensure stability and prevent erosion; however, seeding is not required. Contractors are encouraged to distribute spoil in a manner that blends naturally with the surrounding terrain.
